AOU concludes the AI+X Horizons 2025 International Summit and issues a package of strategic recommendations for Kuwait and the Arab region.

The Arab Open University (AOU) in Kuwait concluded the International Summit on AI+X Horizons 2025, held from 12–13 November 2025, with high-level participation from ministers, distinguished guests, experts, academics, and decision-makers. The summit was graciously sponsored by His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, and attended by His Excellency the Minister of Higher Education and Scientific Research, Prof. Nader Abdullah Al-Jalal, representing the Prime Minister, along with His Royal Highness Prince Abdulaziz bin Talal bin Abdulaziz Al Saud, Chairman of the AOU Board of Trustees. The event also attracted broad participation from members of the diplomatic corps, government and private institutions, and local and regional universities.

The summit featured specialized scientific sessions, hands-on training workshops, committee-led discussions, an AI hackathon, and student project exhibitions showcasing innovative solutions in sustainability, education, and smart services.

AOU President, Prof. Mohammad Ibrahim Al-Zakari, expressed his profound appreciation for the patronage and support of His Highness the Prime Minister for this major international event. He also extended his sincere gratitude to the Prime Minister, the Minister of Higher Education and Scientific Research, the Chairman of the AOU Board of Trustees, and all participants, experts, and speakers who contributed to the summit’s success.

Prof. Al-Zakari stated:
“The success of this summit reflects the standing of the Arab Open University and its pioneering role in leading the regional dialogue on responsible artificial intelligence. We witnessed exceptional participation and thoughtful discussions that resulted in strategic recommendations aimed at strengthening Kuwait’s and the Arab region’s readiness for the future of advanced technologies across policy, education, research, and innovation. The University reaffirms its full commitment to empowering the academic community, government, and private sector to advance in the era of artificial intelligence.”

Key recommendations highlighted at the summit included:

  • Establishing a regional framework for responsible AI in education and creating a Governance and Superintelligence Preparedness Council to enhance AI ethics, transparency, and the development of advanced curricula.

  • Forming a permanent multi-stakeholder body encompassing academia, industry, and government to monitor AI developments and issue regular oversight reports.

  • Launching the National AI Research and Education Network (NAIREN) to connect universities, research centers, and industry in Kuwait, enabling joint research collaboration.

  • Developing a regional Arabic Large Language Model (LLM) to support education, government services, and strengthen Arab digital sovereignty.

  • Building human capacity and strengthening digital competencies through national programs for training faculty members, students, and institutional leaders.

  • Establishing a Regional Center of Excellence in Artificial Intelligence and an AI-for-Sustainability Center for research, innovation, and smart solutions across sectors.

  • Integrating artificial intelligence into national quality assurance and accreditation systems to ensure flexible, equitable, and sustainable education aligned with Kuwait Vision 2035.

At the conclusion of the summit, Prof. Al-Zekri affirmed that the University will continue implementing these recommendations in collaboration with government entities and regional and international partners, further strengthening Kuwait’s leadership in artificial intelligence and driving innovation and development across the Arab region.​
